HAVA compliancy.
This is what is causing all the election hardware vendors to do backflips n' come out with all this new stuff.
What seems to be a huge problem for counties right now is compliancy requirements that just went into affect for disabled voters. At first, there was going to be some additions to require a centralized disabled voting unit. Most counties would just put a handicap voting unit in the courthouse and have everyone who is unable to vote regularly just come to the courthouse n' vote there. Thats not cool enough though. When that was milling about the disabled indivdiuals screamed “discrimination” so now, no matter how small or poor a county is they are required by law to have a handicap voting unit in every precinct. Naturaly this means everyone has to buy a bunch of expensive touch screen / audio / brail / handicap voting units. This is realy hard, especialy for all those small counties out there who still havn't even moved into technology administrating & hand counting paper ballots.
The good part is, if federal law requires it, the federal government cannot deny fundin for it.
The bad part is that fact isn't as prominently known as it should be.
